Hey Buzzsaw
paintchat is by far your best choice.. offers 24 bit color and some semi-advanced drawing tools.. I'm not sure how you can make it work for you, and the site is in japanese, but I know they have Windows, CGI and Java versions available.
There were some people on the board here running one if you just wanted to check it out.. but I forget who. Anyone know?

you can do a search for PaintChat on google and get a bunch of people running their own boards.. you could possibly get some help from someone running one who speaks english.
