I need tips on drawing with Photo Impact. Things like shading, what tools are best for what things you know I dont. Any tips at all will be helpful even if it's some common knowledge.

PhotoImpact is pretty good for tablet use if you have one. For shading? well, there's the dodge and burn tools, the airbrush, all the brush presets...

I dont have a tablet. Do you know of a web site that sells the at about 150$?

Just search pricewatch.com for a "Graphire2". They are small (4"x5"), but are great beginner tablets. You should be able to get one for around $100 easily.
