Ive never done this befor, i only saw these sweet pics a few says ago an i wanna make one, im good at drawing & stuff. I was wonder how do u start out, do you just like sketch a pic on a peice of paper & scan it in, or do u start out in like adobe photoshop?

Some people scan a sketch and color it in photoshop but most use a Wacom art tablet and sketch and paint in photoshop.

There are several other popular programs as well including 3d and vector programs.

Some people draw and paint with a mouse.

If you only have a mouse you are better off scanning the sketch and only coloring.
