Yikes, that program looks pretty good. And free too. Might have a go.

[EDIT - oh...

Mirrors:

(March 11th. PD is not available due to lack of funds.)

/EDIT]

Though... I found a version here: http://www.dailypost.com/download/files/general/graphict/dogwaffle/Dogwaffle.zip - dunno if it's the latest one.

I tried it for about 30 minutes. I can't see any reason to choose it over Painter 7.

But, if you don't have a good painting program, and Dogwaffle is all you can get, I suppose it's not bad.

I actually enjoy Satori PhotoXL over the rest...

Resolution independence/vector-based brushes = mmmmm....

both project dogwaffle and satori photoxl are excellent freeware programs. like mjmcchesney said, satori is actually a vector paint program. so your paintings can be scaled much like a logo in abobe illustrator. very cool stuff, for free!

project dogwaffle is a pretty good alternative to painter classic. it's basically an equivalent program. but remember, it's totally free. i agree that it's inferior to painter 7, but how can you compare a freeware program to $500 software? dogwaffle recently went under due to lack of funds, but you can still find zip files hanging around at various download sites on the net. the latest version was 1.9, i think.
