Any suggestions on how to make a photo look like this?:
Please throw your 2cents in... I'm at the end of my (I can't remember how this cliche finishes...but you get the idea, right?) |

Paint it over or use somekind of filter. |

Use filter called "smart blur", then overlay grainy textures and paint over it. |

i did something like that with median... didn't try Bg's method tho (don't have smart blur installed ) |

doesn't a guy who did max payne concepts hang around here? i remember seeing some sort of outdoor factory-ish image... somewhere...

Try reducing the number of colors and then over the the images with a black outline to look like pen ink sketch. |
