Is a 21 inches monitor actually 21 inches?

Cause i bought one and the screen display is not 21 inches

The Dimensions (HxWxD)
19.3 x 19.6 x 18.8"

Did i get ripped off?

You probably have one of those special screens that you need to rotate 45 degrees to get the full 21 inches of width.

If the specs read 21 / 20. That means that its a 21" monitor with a 20" viewable space. The 20" is defined by a diagonal, corner to corner distance.

CRT monitor sizes have always been frame size diagonal. I have an 5-6 year old 21" NEC, but the viewable is only 18.1". That's normal for older monitors to be 2 to even 3 inches smaller viewable than the billed size. Thank god LCD sizes are actual viewable diagonals, if only CRT would do the same.

Also, note if you really got a 21" monitor with 20" viewable, you did good. A lot of 21" monitors today are still only 19.5 - 19.8" viewable. 0.2" doesn't sound like much, but every little bit lessens eye strain that little bit more.
