First, you need to get your picture online, on some webspace. It's possible you already got some webspace at your provider's server. If not, you have to search for some free webspace somewhere. (And when you get fed up with the lousy reliability of it, you'll probably will want to pay for it too...)
Upload your image to the server, and then use the image-buton you see beneath the edit-window to add an image. It'll look like h||p://www.somewebspace.net/mydir/myimage.jpg |

Like jome mentioned you need some space on a webserver without too much banners and crap. Try www.nicewebs.com and click register. They only ask you to put their banner on your homepage, and as far as I know they have no restrictions on external links to pictures. Fill in the registration info, hit submit, and voila, you have 10MB of web real estate, with no banners popping up all over the place.
The other big free webserver do have this restriction, and an image linked from their servers will not show up here on the board, even if you do everything by the book. If you already have space with say Geocities or Fortunecities, try renaming your anything.jpg to anything.txt and try linking that up instead, it has worked fine until now.
Upload your file(s) and use the UBB - IMAGE button when you compose your message, or you can write the link to your image in manually, like this example shows.
