I can't stand a average fps of 20 on Quake 3 Its disgusting

This could be worse than what you have...
A PII 450. . .wait for it. . . with 24MB of RAM and a Voodoo 2. Running WinME.

Actually it's my sisters machine.

PentII, 32meg RAM, 233mhz, Aiptek Hyerpen5000 tablet
Once rendered a 15 second animation, took 6 hours. Ouch!!

maybe downgrading your OS from WinME to Win98 will speed things up a little...

oh yeah and I do have a crappier system: a 486DX 40MHz...but I don't use it
