OK heres what I'm trying to do:

I've done all the colouring and all that jazz, now I want to draw the final outline. When I draw the final outline, some parts of the black linework wont show up because the colouring hides it.

My question is, how do I make the final linework the dominant layer? (I don't want to merge layers either).

creat a new layer and move it to the top

make the linework on the layer mode 'multiply'. that way it gets rid of the white and lets the black show through.
