I've been wanting to do a comic book of one sort or another for a while now, but never gotten very far. I'm hoping someone here can point me to some good tutorials or books on the subject, everything from writing the scripts to laying out the pages to character design.

You may know about these already, but Will Eisner has a couple of classic text-books on graphic storytelling:
"Graphic Storytelling"
"Comics and Sequential Art"

understanding comics by scott mcCloud (i think) is really good. its a comic book about comics. booya

I picked up 'Artists on Comic Art' a couple of weeks ago (author Mike Salisbury, pub. Titan Books) which includes excellent interviews with such luminaries as Brian Bolland, Alex Ross, Frank Miller and John Romita Jnr. There's also a good selection of layouts and so on.
You might also look out for 'How to Draw Batman & the DC Comics Super Heroes', which is one of those large format Walter Foster art books. It's intended for children, but the basics are all there to some degree.

Wizard magazine is a good source for all things comic. they also have cool 2-5 page tutorials every month coving everything from pencils, anatomy, writing, inking, coloring, and everything in between.
