One quick and easy way to get decent results is just to blotch in some color, then use the smudge tool to make wispy streaks. However, this requires that you have a basic understanding of the way hair looks to begin with. If you don't know how the highlights and shadows fall in real life, it doesn't matter what technique you use, it's not going to look right. So when you're out and about in day-to-day life, study everybody around you, see how light plays off of different types of hair in different situations, and try not to get arrested for stalking.

Interestingly enough, this technique can be applied to everything, with practice. Look at how real life works, and imitate it as closely as you can. Somewhere in the process you'll develop your own style. For a beginner, developing skill is infinitely more important than developing style.

Well first of all... I'm assuming that you have some kind of oval set up for the head already. The trick for the hair is just to get it to follow the contours of the head. Be sure not to do anything that defies gravity. Anyway... try practicing by perhaps tracing hair from line art or even rawing some hair in reallife (which you should do by just looking at the edges of the hair.... not the whole mass)
