is there anyone out there who has any good ideas on how to make movie static(you know the annoying black fuzz and lines that ocasionally appear on the movie screen, especially a few years ago) in photoshop, anything short of drawing anyway. Any ideas would be greatly appriciated

When painting, simply turn on the "Movie Motion Blur" in the Brush preferences in Photoshop..

Try a layer of noise above the pic and mask out where you don't want it to appear. And try setting the blending method to overlay and playing with the opacity.
It's hard to say without seeing exactly what you are after.
You might also want to try drawing a few lines or diffused blotches and stretching them horizonatally an extreme amount with transform. This should be a good way to simulate the randomness of the horizontal streaks.
Anyway, that should give you a good starting point.

if i understand you correctly,then what you are looking for is a photoshop plug-in called "aged film".. there's also one for after-effects which allows you to animate the grain and dust simply.
i don't remember the name of the publisher, but run a search and you'll find it. eventually.

Scan in a 35mm print at a huge size. Take a look at the film's grain. Notice how it's clumpy, and doesn't look anything at all like the PS noise filter? That's what you want to duplicate. Duplicating hairs and scratches on the print is useless unless you're doing it to a sequence of frames.
