Small brush and lots of work?
I know that when I draw hairs, like for the troopergirl image I'm working on, I use a 1 pixel brush with a fade on it. I usually start out with a block of color, then select a lighter color and go draw lines along the top of it, sometimes changing the opacity where needed. I know that the more colors I used (without going overboard) the better the hair looked.
I wont paste the image here because it doesn't even begin to compare to Dhab's work. but here's the link to the thread it's on -

Mine doesn't have near as many individual lines as Dhab's either, but then I also have a mouse so it's not easy to get real detailed most of the time. :/

Here is a quick image and steps i did up, ignore the face, i didnt spend too much time on it. As you can see i think the important part of hair which some people forget is that the shape it takes up in 3d space is very important, even moreso that drawing 500 individual strands. So i first started with a base color, then shaded it in a way that shows its dimensions...light where the light hits and dark where it doesnt (gee really?! hehehe)...at this point there still isnt that much detail in the hair...once this is there then i started adding the highlit areas of the hair just with a small brush and drew in each hair. This is a quick hack tutorial, but i hope it shows something that will help. I realize this drawing is a bit cartoony, but the same method applies even for more realistic drawings.
