I was kind of going for a feeling with this painting instead of detail, just suggestive detail. Mostly I was working on my lighting. I've decided I need photo reference for dynamic lighting, because Its really straining my brain to determine lighting in a scene made up in my head.
Does anybody have any suggestions or exercises that I could do to improve my understanding of dynamic lighting (In color) haha.
well here's my sorry attempt. Please tear it up.

Wow, I like him, but he needs a forcepike , to oppress some minor class citizens ...
But I'm not sure about his pose - it doesn't seem that threatend, you might intended. Maybe changing the angle would support the mood.

Garuda: yep, he's supposed to be a cop, but the colors aren't exactly supporting it. Oh, well, maybe that's the color of the state.

Nice man, but i'd change 2 major probs, 1. The police signs all over his shoulders look pretty nasty, try and blend them in or shade them so that they look like they r' on him, right now they look like cardboard text just glued on. 2. Is there a person under all of that armor, if so, you should work on the hea , it looks too inset to his head. ZNice pic i like it a lot, you did a great job!

That's top stuff Skeezer. The suggestion is working our nicely.
I have a problem with the blue rim lighting. I would tend to make it sharp instead of a bit blured. are you going over with a low opacity? maybe try getting the right colour and go in with a hard brush set to size with no opacity. then maybe change the opacity with the number keys. It just looks a bit soft atm, and not enough variation in size of the brush strokes. I would probably tend towards using harder shapes myself. the soft feather you have on those brushes is making things a bit undefined. the black lines you are using seem to be holding a lot of it up at the moment.
But it all depends on what you're after. I'm just ranting and being a crital prick

+ The chest armor seems to be out of perspective, facing the viewer somewhat more than the overall pose.
