I've had to do this sort of thing on a couple of projects. In addition to some of the other suggestions I'd (keeping the ceo head on a separate layer) try a little [gaussian] blur of 1, 2 or 3 pixels ...

On the older serial wacom I always had a piece of layout or marker paper taped over the plastic. Much thinner and smoother than standard bond paper, but still enough to "grab" better than plastic.
