You should go to iDraw. It's intended for making RPGMaker2000 graphics, but it doesn't really matter.

I think you should lighten it up a little, but keep the same proportions to the light; make the dark area a little less dark, and make the highlighted area brighter.

It's definitely a good anime picture, but the coloring job looks like ass, mostly because of the jaggy inks.

I've got an HP ScanJet 3400, and it's great. The quality is excellent, it has both parallel and USB connections, and it only costs (or did cost) $130 Canadian.
