I would start trying quick 5-10 second gesture drawing of people and actions around you.

it seems like the back half of the jaw isnt quite right. if the bottom of the jaw is parallel with the top of the head then the back jaw should be lower, unless its just part of the his ... |

i disagree, because any kind of glimmer in the eye will probably imply life in the dragon, and i am decently sure that it is dead...

before you work on actual texture just focus on finding the shape as a whole
pick a light direction and shade accordingly
actual color would probly help too or at least more shades of grey, for smoo ... |

I like it. I hate to say it but a lot of the flatness may come from the total profile of the upper body and head. Nice overall texture/shine though. Not sure about the fire. |
